As the idea of the museum took root in Europe in the first half of the nineteenth century, Nicholas I (r. 1825–55) decided to build a special wing of the Winter Palace to publicly display the art collections that had been growing in the Hermitage for three quarters of a century. Impressed by Leo von Klenze’s work designing museums in Munich, the tsar invited him to St. Petersburg for the difficult job of building an extension to Rastrelli’s baroque masterpiece which would be both a public gallery and a worthy contiguous structure to the Winter Palace.
