Looking closing at major design and constructions, the authors trace how Zholtovskii's work during the last two decades of the tsarist period and the first three decades of the Soviet period evolved with and reflected the radical changes of the period. In the late tsarist years, for example,  Zholtovskii used historicist elements to design urban mansions and pavilions on the estates of the gentry. In the 1920s he received prestigious state commissions such as designing the pavilion of the USSR at the Milan exposition in 1925 and the Communist party headquarters in the Caucasus. In the most arid Stalinist years he built neoclassical civic buildings and apartment houses that expressed the power of the state and its elite.
